Description:  The Corporation of the City of St. Catharines is inviting prospective proponents to submit proposals for a Development Charges Background Study as further described in the RFP Documents.

The Project will include three studies:

  • A Development Charges Background Study (DCBS);
  • A Community Benefits Charges Study (CBCS); and
  • An Inclusionary Zoning Study (IZS).

New bylaws will be based on each Study’s recommendations. The Studies and the new bylaws will be presented to Council for their approval.
