This Request for Pre-Qualification (“RFPQ”) is an invitation by The Corporation of the City of St. Catharines (“City”) to prospective respondents to qualify in accordance with Evaluation of Responses (Part 2) for eligibility to provide Fallen Firefighters Memorial RFPQ 20-52 as further described in Section A of the RFPQ Particulars (Appendix B) (the “Deliverables”).


The City will only consider applications received from respondents who have registered with Bids and Tenders and have obtained the RFPQ directly from City’s public purchasing portal at https://stcatharines.bidsandtenders.ca/Module/Tenders/en (the “Bidding System”).


Taking into strong consideration the public artwork’s identified themes, the selected artist or creative team will work closely with the Fallen Firefighters Memorial Task Force and City of St. Catharines staff. Artists and/or creative teams may engage in public dialogue and/or engagement throughout design, fabrication and installation (i.e. artist talks, public unveiling etc.).


This public art project is being funded by public subscription, and the timelines and scope may be dependant on the securing of funds for the project. The all-inclusive budget of between $200,000 to $400,000 is being contemplated and will include all costs directly associated with the artwork, design fees, fabrication, engineering drawings, equipment, and installation as well as insurance, contract administration travel and other incidental expenses.
The selection of an artist or creative team design to fabricate and install artwork to honour Fallen Firefighters is a two-phased process.

Phase One: Shortlist Based on RFPQ
Interested artists and creative teams are invited to submit response to this RFPQ. All submissions received will be reviewed by the selection panel. The Selection panel will shortlist and invite up to six (6) finalists to participate on the Phase Two of the design process (Negotiated RFP).

Phase Two: Shortlisted artists and/or teams will develop conceptual design concepts based on a Design Negotiated Request for Proposal.
